Ang kinuhanan ko nang picture ay ang basurahan,gulayan at ang sa ngayon na ginagawang library. Ang basurahan ay nakakatulong upang mapanatiling malinis at maganda ang isang paaralan at ang isa naman ay ang gulayan sa paaralan magagamit ito upang pang dadag income nang school para sa mga facilities na dapat ayusin like upuan at iba pa at makakatulong din ang gulayan sa feeding program. At ang huli ay ang library para mas mapadaling matuto ang mga mag aaral sa kanilang reading skills at para mas mapadali silang kumuha nang information kung wala silang cellphone or internet.

Maigo Central Elementary School: Honing Learners for a Brighter Future

The Maigo Central Elementary School is located at the coastal area of Maigo town, province of Lanao del Norte in the island of Mindanao, Philippines. It has a perimeter area of six (6) hectares surrounded by Mahogany Trees which provides us with a cool  ambiance with fresh air. The school’s source of income is from the harvested matured fruits of coconut trees. It is composed of  thirty (30) Teaching Personnel and  one (1) School Head, almost one thousand (1000) enrolled learners from Kindergarten to Grade Six  Level, in every grade level there are four (4) sections consisting of thirty-five (35) learners per section.

SCIENCE CITY OF MUÑOZ, Nueva Ecija – The Philippine Rice Research Institute (PhilRice) is urging local government units (LGUs) to enforce proper and truthful labeling in rice to enable consumers to differentiate locally-produced rice from imported ones.
Alice B. Mataia, lead of PhilRice’s Policy Research and Advocacy project, in a statement on Friday, said the agency is recommending the formation of a local task force that would ensure that retailers consistently follow the correct standards in labeling.
Mataia said specifying rice sources in rice packages, box labels, and price tags will help consumers who want safe and quality local rice to make easy choices.
“A PhilRice-IRRI (International Rice Research Institute) study showed that Philippine rice recorded the least pesticide usage than the other rice-producing countries in Southeast Asia. With the LGUs enforcing existing guidelines on labeling of rice boxes and price tags through an ordinance or a resolution, we help consumers exercise their power to choose,” she said.
Mataia, an economist, also said demand for local rice may spur when more consumers can spot local rice and choose to buy it over imported ones, which will encourage rice traders to source their supply from local farmers.
“Also a way of promoting locally-produced rice, truthful labeling in rice entails putting valid, reliable, and complete information about the milling classification and source of rice in sacks/packages, rice boxes, or price tags based on prescribed labeling standards,” she said.
Mataia likewise said guidelines on rice labeling exist since 2018, which was issued by the National Food Authority (NFA) and specified in the 2019 Philippine National Standards on Grains Grading and Classification.
The Rice Tariffication Law, however, repeals NFA’s regulatory functions, including its role in enforcing the national grains standard.
She noted that while the Bureau of Plant Industry took charge of NFA’s functions through inspections and issuance of sanitary and phytosanitary import clearances (SPSICs), it does not cover the implementation of labeling guidelines in rice.
She also said that retailer compliance with the Philippine National Standards on rice labeling and price tagging is voluntary.
“The system glitches on who-should-do-what in implementing labeling guidelines have resulted in some traders opting to not comply with the guidelines. Some retailers fail to meet the basic minimum standard and disregard milling grade and source in price tags,” she said.
At present, Mataia said some traders still include the rice brands while some allegedly mix imported and local rice or different rice grades to command higher prices, which are prohibited under Republic Act 7394 or the Consumer Act of the Philippines.
Meanwhile, a major nutrition program of the local government of Talavera, Nueva Ecija spared residents of the first-class municipality from the burden of skyrocketing prices of vegetables.
Mercy Dalangin-Pabula, chief of the Municipal Agriculture Office (MAO), said on Friday that the unprecedented increase in prices of agricultural products, came when almost all households have various plants in the backyards under the town's Gulayan sa Barangay and Gulayan sa Paaralan program.
"Sa likod-bahay po nila ay may tanim silang isang plot na talong, isang plot na okra at iba pa (At the backyards, they have planted one plot of eggplants, one plot of okra and others)," Pabula said in an interview.
Under the program, all residents are encouraged to make vegetable planting a lifestyle. They plant any kind of vegetables in plots or containers.
All the 53 barangays have also developed areas for vegetable gardens, including vacant spaces and road shoulders.
Pabula noted that this town was proclaimed as the vegetable basket or gulayan capital of Nueva Ecija by virtue of a Sanggunian Panlalawigan resolution.
On the other hand, farmers gained from such high prices, she said.
"Talagang kumita po. Nakita po natin na ang ating mga magsasaka ay kumita po sa gulay (They indeed gained profit. We saw our farmers earned income from vegetables)" Pabula said.
This developed as agriculture officials and stakeholders in the province joined the "Go Gulay Field Day" activity hosted by hybrid vegetable seed producer SeedWorks Philippines in its experimental station here from Jan. 20-22.
"Yan po ang napaka-importante, yang kalidad ng binhi (That is most important, the quality of seeds),” Pabula said.
During the field day, SeedWorks showcased 11 "high-yielding hybrid vegetable varieties" such as Prolifica Eggplant, Exotica XL/Long Green Hot Chili Pepper, Upright Red Hot Chili Pepper, Banahaw Green String Bean, Winner Bitter Gourd, Viagrow Ridge Gourd, Black Mamba Watermelon Dark Green, Panay Sweetheart Watermelon Stripe, Ultima Big Squash, Sakto Butternut Squash, and Sweet Ninja Sweet Corn. (PNA)

DA readies ‘Gulayan’ seeds for 725 schools in Albay
 LEGAZPI CITY – More or less 725 schools in Albay are set to engage in the Department of Agriculture's (DA) Gulayan sa Paaralan Program (GPP).
Emily Bordado, DA regional spokesperson, in a telephone interview on Wednesday, said they have readied various vegetable seeds for planting in the schools this last quarter of 2018 and that they intend to make a harvest before the end of the current school year.
The GPP, she said, is part of the DA’s priority agenda to teach basic agriculture to students in public elementary and secondary schools in a bid to help the government achieve food security.
"The GPP aims to establish a 'gulayan' or a school vegetable garden in every elementary and secondary public school. Parents and other members of the community are enjoined to participate in conducting educational programs related to nutrition education, basic pest management, food preservation techniques, composting and environmental conservation," Bordado said.
The program is being implemented in collaboration with the Department of Education (DepEd), participating schools, local government unit, Department of Health-National Nutrition Council (DOH-NNC), non-government organizations, media outfits and other national agencies.
Bordado, quoting Dr. Mary Grade Rodriguez, Regional High Value Crops Development Program coordinator and OIC-chief of the Field Operations Division, said: “Agriculture is the backbone of the economy. Kahit yung mga teachers alam nila na kapag gutom ang mga batang pumasok, hindi sila productive. (Even the teachers know that when students are hungry, they are not productive)".
"DA's mission is to give available and affordable food for the Filipino people," she added.
"The Gulayan sa Paaralan Program will also address and lessen the malnutrition especially in schoolchildren. Secondly, students will learn to appreciate agriculture as the average age of our farmers are 58-59 years old," Rodriguez said during a recent Farmers' Forum as part of the launching of GPP.
Albay Governor Al Francis Bichara earlier expressed his support to the program, saying, “Darating ang oras matindi ang pangangailangan sa pagkain at malaki ang savings kung kayo mismo ang magtatanim ng sarili ninyong halaman (Time will come when there would be greater need for food, and much can be saved if you would be able to plant your own food)".
For the GPP, the DA requires each participating school to devote at least 200 square meters of garden area for their vegetable garden. The Best Gulayan sa Paaralan will be given an award by the DA at the end of the cropping period. (PNA)

NEGROS ORIENTAL, March 19 (PIA) -- Under the “Gulayan sa Paaralan Program” (GPP), the Department of Agriculture (DA) has turned over assorted vegetables seeds and fertilizers to Department of Education (DepEd) schools in the province.
The agri inputs worth P108,000 were distributed to the 34 selected schools of the province in support of the respective school's feeding program.
Agricultural Provincial Coordinating Officer (APCO) Sarah Perocho of DA said the provision of inputs is part of the "Adopt a School" partnership program of DA, DepEd, and the provincial government of Negros Oriental.
"Under this partnership, DA provides technical and agricultural assistance like seeds, seedlings, organic fertilizers, trainings, seminars and other agricultural interventions," Perocho said.
She added that the interventions will help in the establishment of GPP as a source of healthy food for the schools' feeding program.
“We at the DA believe that having healthy foods help in the development of the children's cognitive domain and the improvement of their nutritional well-being," Perocho said.
DepEd Schools Division Superintendent Dr. Senen Priscillo Paulin expressed his gratitude to the DA for the said partnership.
“We are just very lucky as DA is partnering with us in our course to deliver quality education by providing students with healthy food which is a good tool to better learning and understanding," Paulin said.
DA's High Value Crops Development Program Action Officer in the province Mary Ronville Aba said they will continue to provide quality seeds for them (DepEd) to produce healthy foods for the students especially during this time of pandemic where health is at risk. (jct/PIA7 Negros Oriental with reports from DA)

The Whole of Nation approach to ending the armed conflicts being pursued by the National Task Force to End the Local Communist Armed Conflicts (NTF-ELCAC) is anchored on good governance and would entail direct people’s participation. 
Given limited resources of the government, the NTF-ELCAC has focused on eight hundred (800) barangays liberated from the influence and clutches of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) to prove that the communist armed conflict can be ended through good governance.    
Executive Order No. 70, which created the NTF-ELCAC is not a spur of the moment decision made by President Rodrigo Roa Duterte.  It was a product of a painstaking and wholistic process that would need the sustained long-term action of the government and the people in addressing the roots of the insurgency.
Prior to the creation of the NTF-ELCAC, the Department of the Interior and Local Government (DILG) has initiated and is in the process of institutionalizing its Bottom-Up Planning and Budgeting program.  
“AmBisyon Natin 2040 represents the collective long-term vision and aspirations of the Filipino people for themselves and for the country in the next 25 years,” the National Economic and Development Authority (NEDA) declared in AmBisyon Natin 2040, which was adopted as the country’s development road map in 2015. 
“All sectors of society, whether public or private, should direct their efforts towards creating opportunities for Filipinos to enjoy a matatag, maginhawa at panatag na buhay.” the NEDA continued, “Government, in particular, must use its tools of fiscal, monetary and regulatory policies to steer the development path towards enabling Filipinos to attain their AmBisyon. This pertains to all dimensions of development: economic, human and physical capital, institutional, social and cultural.” 
In 2017, "Govergence: Cultivating Exemplary Service" was the year-round theme of CES Leadership Conclave series conducted by the Career Executive Service Board (CESB).
“As the nation moves toward achieving lasting peace, redefining its national identity in a global environment and leading the ASEAN region towards cooperation, it is imperative for us to promote synergism within and beyond the CES Community on the premise that amidst diversity lie opportunities to harness unique individual and organizational talents and resources through partnership, collaboration and cooperation,” Maria Anthonette Velasco-Allones, then CESB Executive Director wrote in her letter-invitation for members of the CES: Career Executive Service Officers (CESOs); Career Executive Service Eligibles (CESEs); and Career Service Executive Eligibles (CSEEs).
Inspired by the concept Govergence, members of the SALDIWA 31 and I-GABAY 26, listed community-based programs that could empower the communities in giving flesh to the development thrusts of the DILG and NEDA, through the pro-active involvement and collective participation of the people in identifying, planning, budgeting, and implementing projects needed in their respective communities.
“We are all aware of the fact that there is no such thing as a one size fits all in development,” Ernesto Angeles Alcanzare, Organizer of Yes for Peace – Bayanihan ng Bayan said, “Thus, we listed all the programs and projects that came to mind.”
“We presented the list to the Sectoral Unification, Capability Building, Empowerment and Mobilization (SUCBEM) cluster of the NTF-ELCAC,” Alcanzare recalled. “Members of the cluster from different agencies added to the list as one of the steps in refining Yes for Peace.”
The SUCBEM cluster proposed the adoption and refinement of Yes for Peace – Bayanihan ng Bayan which was incorporated into the National Action Plan of the NTF ELCAC submitted by National Security Adviser Hermogenes C. Esperon, Jr. and approved by President Duterte.
“We admit that the list may not yet be complete,” Mama S. Lalanto, al Haj, Chairman of Yes for Peace, Incorporated said, “Nevertheless, it shows that the roots of the insurgency can be addressed by concerned government agencies if the people are aware of what these are and how these can be availed of.”
Thus far, the list includes 122 programs from 26 line agencies designed to empower the people toward nation building:

“Given the list, we still have a challenge to overcome,” Nancy Bantog, Regional Director of the DOST – Cordillera Administrative Region (CAR) intimated. “We need to be able to cost-effectively disseminate the information to all levels of the government down to the barangays given existing technology and Covid-19 pandemic protocols to maximize its contribution to peace and development.”
“Producing and distributing brochures may be outdated and costly,” Bantog continued. “It would be a lot better if we can complete the complete list, consolidate the hyperlinks to these, and disseminate it through all government websites with the cooperation of CESOs, CESEs and CSEEs who manage their respective agencies.”
“Try reaching out to new CESB Executive Director, Maria Marcy Cosare-Ballesteros,” Allones, who is now with the Department of Tourism suggested. “I am sure the CESB can help out in one way or another.” (PIA NCR)

CAGAYAN DE ORO CITY, Feb. 25  - - The Department of Agriculture (DA)-10 has stepped up its promotion of urban gardening, as it recently provided 600 repacked assorted vegetable seeds to the Department of Education (DepEd) - Division of Misamis Oriental, Sugbongcogon District.
Carlota S. Madriaga, regional technical director for operations handed over the agri-inputs, consisting of eggplant, pechay and squash, particularly to the Kidampas Integrated School (KIS) thru its head, Cherry Q. Sadicon.
“For this year, the agency continues the provision of vegetable seeds through the Plant, Plant, Plant program (Agri 4Ps). There is a need to grow our own food as it is uncertain when this pandemic will end, and we want to ensure safe, accessible and available food is set on the tables of every Filipino family,” Madriaga said.
For her part, Sadicon of KIS expressed, despite the challenge brought by the pandemic, quality service is still envisioned by the education and agriculture departments of the government.
“DA plays a significant role in providing assistance to the programs and projects of other departments such as the Gulayan sa Paaralan and Gulayan sa Tahanan of DepEd,” she added.
Madriaga encouraged those interested to avail of free seeds to visit the office, as she also asked the local government units, institutions, and other groups to submit their request to get the seeds assistance in bulk. (JCAnito/DA10)
